International Salvage and Decommissioning Committee Terms of Reference

Domain

  1. The encouragement and creation of framework for the development of technologies and sciences involved in the:
    • salvage
    • removal
    • and/or stabilisation of man-made structures, objects and property in the marine environment
  2. The encouragement and creation of framework for the development of technologies and sciences involved in the:
    • recovery
    • removal
    • remediation and
    • containment of hazardous and noxious materials or substances in the marine environment
    Regardless of how these structures, objects, property, materials or substances entered into the marine environment, i.e. as part of a planned build/operation or accidentally.
  3. The cognisance of the legal frameworks within which these technologies are deployed.

Accountability

To be responsible to Council, via the Policy Advisory Committee (PAC), for activities in the above domain, which furthers the aims and interests of the Society, and to keep the PAC informed as required by written and verbal reports.

Aims

  1. To work globally to provide a recognised inter-disciplinary forum in which debate can be undertaken; developing technologies can be discussed and the interests of the wider marine community can be aired in an independent, knowledgeable and non-confrontational atmosphere.
  2. To work in unison with other SUT committees, where benefit may arise and communicate across the SUT branches

Objectives

  1. To bring individuals, organisations, academia and companies together from disparate sectors to promote the exchange of knowledge, experience and technologies.
  2. To identify those activities where research by collaboration is likely to prove cost-effective, and promote co-ordination and progress.
  3. To expose the salvage industry, oil and gas sector, marine and scientific sectors each to the respective technical requirements, constraints, and vision of the other.
  4. To be a recognised (as part of a Learned Society) as a source of objective comment to government, industry and research bodies.
  5. To initiate, collaborate in and support seminars, conferences and evening meetings to stimulate the exchange of information, promote discussion and improve understanding.
  6. To promote and encourage the preparation of papers for submission to the Society s Journal Underwater Technology.
  7. If appropriate, to initiate nominations for the Society s annual presentations and awards.

Representation

  1. The Committee should consist of individuals having a close interest in the aims of the Salvage & Decommissioning Group such that a broad representation is achieved from industry, academia, research institutes and Government departments.
  2. Members should appoint a Chairman from among their own numbers to be approved by Council for a term of approximately three years.
  3. Where appropriate, Members shall spread the influence of the Committee by acting as a direct conduit to report and receive information.
  4. The Committee should nominate a member specifically to seek out papers for forwarding to the Assistant Editor of the Journal.

Authority

To establish ad hoc Working Groups as necessary to carry out studies, investigations and to make reports on specific tasks, and to work alongside other organisations where appropriate.
